The Owner and Founder, Mr. Peter Stephenson started his career as a nuclear electrician onboard a submarine. Leveraging the GI benefits earned from active-duty service, he graduated from the University of Illinois at Chicago with a Bachelor’s in electrical engineering degree followed by a Master’s in Energy Engineering. He is currently a licensed Professional Engineer in the following states: Alabama, California, Illinois, Massachusetts, Maryland, North Carolina, New York, South Carolina and Wisconsin with more than 17 years of experience providing support in engineering design, operations and maintenance activities.

Mr. Stephenson reached out the Illinois PTAC at the College of DuPage, June 2020 for guidance regarding the best approach to qualifying for government contracting. Ileen Kelly, Illinois PTAC Coordinator worked with Peter to understand certifications, understand the actual process and documentation requirements and helped to move towards obtaining his Veteran Business Enterprise (VBE) and Minority Business Enterprise (MBE) with State of Illinois and Disadvantaged Business Enterprise (DBE) with the City of Chicago. Upon successful receipt of the these certifications, Mr. Stephenson moved forward to submit an application and obtain the US Veteran Administration verification. As a part of his advising with Ileen; he was told about the PTAC’s Bid Match service – this is a system that will search for governmental opportunities at all levels of government (local, state & federal). This was an excellent resource that allowed Mr. Stephenson to understand the viability of his services, identify real opportunities and assist in targeting what level the government needs his services and what those opportunities required for expertise.

Mr. Stephenson was well on his way after finalizing required government registrations and having his certifications from the VOSB, DBE and MBE programs he was advised on the various Illinois agencies that set aside contracts for the Central Management Services Business Enterprise Program and the Disadvantage Business Enterprise (DBE) such as the Illinois Tollway, Illinois Department of Transportation, the Capital Development Board, Metropolitan Water Reclamation District of Greater Chicago and the Illinois Public Higher Education opportunities portal. Peter registered with each agency and began monitoring each agency’s bulletin board of opportunities along with Bid Buy (the State of Illinois’ open bid bulletin board).

To date, Mr. Stephenson has pursued several solicitations in the government space and has been awarded a contract as primary consultant and five contracts as a subcontractor. Peter continues to utilize our advising to support his efforts and expertise. Since federal contracting is guided through the Federal Acquisition Regulation (FAR) with Defense supplements, as well, he utilized our expertise for interpretations that were needed in addition to reviews of solicitation documents.

With 13 counseling sessions and more than 10 follow ups and phone calls under his belt, Mr. Stephenson said “Receiving advising from Ileen Kelly of the Illinois PTAC a resource that has been an invaluable portion of our information gathering strategy. The knowledge provided and its understanding guided us to be very prepared to be able to bid on state and local projects. We are excited to expand our capabilities to Federal projects.” The company has only just begun to take advantage of PTAC resources. Moving forward, regular, ongoing meetings are scheduled to continue to assist in their government contract growth.
