Tuition Residency Appeal

Students who wish to appeal their tuition residency classification may do so by submitting a Tuition Residency Appeal form along with required evidence.

Appeals may be submitted before a given term and up to one month after a term has begun. After this submission period there is no guarantee that an appeal submitted for a current term will be reviewed.

Tuition appeals will be reviewed and responded to within 2-3 business days. Decisions will be communicated by email; all decisions are final. If your Tuition Residency Appeal is approved, your account will be updated and credited as needed.

Eligible Reasons and Required Evidence for Requests

• Category A: Status Based (at least first document listed is required; additional documentation supports appeal):
• U.S. permanent resident
• Valid Permanent Resident Card (Form I-551 or “Green Card”)
• Temporary I-551 Stamp in foreign passport issued by DHS
• Machine Readable Immigrant Visa (MRIV) stating “Upon endorsement serves as temporary I-551 evidencing permanent residence for 1 year”
• Re-entry Permit (Form I-I-327)
• Foreign Passport with I-94 record containing a temporary I-551 stamp
• Naturalized citizen
• Certificate of Naturalization (Form N-550/N-570)
• U.S. Passport
• Certificate of Citizenship (N-560/N-561)
• Marriage to an U.S. citizen
• Certified Marriage Certificate
• Share lease/mortgage
• Valid visa holder
• Valid visa page/stamp
• Official USCIS form/approval notice
• Please note: F-1 visa holders are required to pay the International Student Tuition Rate and are not eligible for a Tuition Residency Appeal.
• Category B: Humanitarian-Based Status (at least first document listed is required; additional documentation supports appeal):
• Approved refugee
• Form I-94 with “RE” admission class, refugee admission stamp
• Transportation Boarding Letter
• Form I-590 (Registration for Classification as Refugee)
• Approved Asylum
• Asylum Approval Letter issued by a USCIS Asylum Office
• Immigration Judge Order (final, written decision)
• Form I-94 with “AY” admission class, stamp noting “asylum granted indefinitely”
• Approved TPS status
• Form I-797 (Approval Notice); includes I-94
• Employment Authorization Document with category A12 or C19
